Who do i owe?

I don`t have custody of my daughter and her father recently applied for medicaid and food stamps. I recently had to go to court for child support and i was order to pay 205.00 monthly. But our divorce papers clearly state no child support was to be exchanged. The reason i was told i had to pay child support is that my ex requested medicaid and food stamps for himself and our child. So who do i owe the state of florida for the assistance they got or is it just child support. I am very confused because if i offer to get insurance for our daughter then would i still be required to pay the child support? Also can we have our on agreement and not deal with child support enforcement? I am asking because i am a single parent with 1 income and 2 children that i don`t receive any support for. He is married with 2 working adults and just our daughter in their household. So basically am i paying back the state of florida or my ex husband. He only received assistance since feb 2011. I need help can this happen to me in the situation i am in?
