Who asked him to do that? Was he in court when he was asked? If not, I'd be wary. Without knowing the whole situation, it sounds like the mom may have convinced him to sign away his rights with the promise of never having to pay again. I had a coworker who did that, and much to his surprise, he still had to pay child support each month. Your state could be different, though.

Does it say she will suspend it and not pursue any in the future, or just that she will suspend the current order? Also, does it say she waives her right to any past payments she is currently owed (the arrears or whatever)? If she only drops the current order, I think she can collect any previous debts. I look at it like this: Pretend you have a credit card with a high balance. You get rid of the credit card because you can't afford the monthly payments, but you still have to continue paying off your current balance or your credit will be ruined.
