Child support guidelines.

I was ordered to pay $168.00 dollars a week in child support back in 2006.My hourly rate was $14.34 an hour.i have only one child,which i had her every weekend for that year.With my net income i was left with almost nothing after paying my child support obligation,rent,and other means to keep the house running.Their were times where i could not pay the whole child support payment,but i would pay no less than a hundred dollars for that week.2007 to present my wage has decreased substantially.I have filed motion several times to to ask the court to please recalculate the child support order of 2006.the judges response was he was confident that since i made that hourly rate before that i could again.My hour rate from 2007 to 2009 fluctuated from $10.00,to $12.00 per hour.my weekly child support obligation now is $192.00 dollars a week, and i still have my parenting time with my daughter every weekend.a new jersey arbitrator calculated i should have been paying $111.00 a week making $14.34 in 2006,and no more than $80.00 a week as of 2007 to present.What can i do if the court will not follow child support guidelines,or who can i contact to resolve this on-going issue?thank-you
