First off, just so you know, child support and visitation are not connected. So even if he isn't paying, he still has the right to see his child.

Secondly, if you want to move and your son's father has court ordered visitation, then you do need permission from the court to be able to move. Generally, they give little problem to someone who has a spouse in the military. You will need to file your intent with the court, offer a compromise on visitation and then go to court. If he agrees, there will be little issue. If he does not agree, it will be up to the judge.
