Under limited circumstances, the custodial parent can seek to have arrearages waived, but, if the state is still owed money for support, such as TANF and the like, those amounts will still be subject to collection.

I'm trying to find out if there is any way to get a child support arrearage balance paid in full instead of accepting a low monthly payment? the arrearage is on two children of mine that are 19 and fixing to turn 18 next week.
We are expecting our taxes to be offset due to child support arrearage. however the arreage amount without the interest is alot less than our tax refund. it was my understanding that they will only take the taxes and apply it to the actual arrearage amount and not the interest? is this true?
