Can residential property be considered when determining income?

The custodial parent purposely remaings under employed (claims her gross income is only $50 per week as a play ground attendant at her kids school) and she has since had a subsequent child with her live-in boyfriend. The court orignially imputed her income at minimum wage/40 hrs. per week. The custodial parent also has residential property that she does not live at, it has the potential of making income, can it or the fact that the custodial parents monthly expenses are extensively less due to the live-in boyfriend as well as the fact the custodial parent is receiving food stamps and medicaid be considered? I pay over $700 a month for two children as well as holding insurance on the children and I'm sure that the custodial parent has not reported to her medicaid/food stamp caseworker that the boyfriend (father of her subsequent child) is living with her (along with his father) and the live-in boyfriend is not made to pay child support. If the live-in boyfriend is made to pay child support would that also be considered income for the custodial parent?
