Can I Collect back child support once the agency closes the case for inablity to find absent parent Case was closed due to the Lackawanna county PA child support enforcement agents inability to locate the dead beat dad in which eventually he came out of hiding once the case was dropped and is residing at the address I had given them.

Under Pennsylvania law, there is no statute of limitations to enforce an order of child support.

I don't mean to sound disrespectful, but have you called North Penn Legal Services, FIRST? Pennsylvania is a not a self-serve friendly state, which means doing this on your own might not accomplish what you want. In fact, Pennsylvania is one of the worst states for not making its court system user friendly.
But, to answer your question, you would file in the court of jurisdiction who originally ordered child support.
Please call North Penn NOW so as to know what you can do and what kind of support you might expect.
